  • Low Income Taxpayer Clinic (LITC)

    Lewis & Clark Law School’s LITC offers legal services involving tax controversies with the IRS and Oregon Department of Revenue. Including:

    audits and appeals
    trials
    hearings before the U.S. Tax Court

    The LITC works in partnership with Lewis & Clark Law School’s Small Business Legal Clinic (SBLC) in Portland.

  • Modest Means Program

    The Oregon State Bar Modest Means Program works to connect low-income applicants to attorneys and law groups in the areas of:

    family law
    criminal defense
    foreclosure
    landlord/tenant

    For selected applicants, they offer an initial consultation with an attorney (up to 30 minutes) for a maximum fee of $35 and guaranteed hourly rates at either $60, $80, or $100 per hour.

    You will be asked to pay a retainer upfront, the amount of which will be determined by the lawyer/law group’s estimate of how many hours will be required to complete your case.

  • Military Assistance Panel

    Oregon State Bar’s Military Assistance Panel connects deployed service members and their dependents to volunteer lawyers for legal advice and assistance primarily relating to:

    SCRA (Servicemembers’ Civil Relief Act )
    family law
    consumer/credit law
    real property/landlord-tenant law
    estate planning issues

    Service members and their dependents can expect to receive a free consultation. Any pro bono legal services beyond that are at the discretion of the volunteer lawyer.

  • Northwest Workers' Justice Project (NWJP)

    NWJP offers legal assistance and representation for low-wage immigrants and contingent workers. They also offer resources in the areas of:

“Community Law launched as a civil legal division of Metropolitan Public Defenders in 2016, with a focus on barrier reduction work for people involved in, or at risk of involvement in, the criminal justice system. We help undo the damage done by an imbalanced criminal justice system by reducing social stigma, increasing economic and housing opportunities, and stabilizing families. Our model is to partner with government agencies and community-based organizations to work together to help participants navigate the legal system and remove barriers.”
